Heat tends to promote accidents due to the slipperiness of sweaty palms, dizziness, or the fogging of safety glasses. Aside from these obvious dangers, the frequency of accidents, in general appears to be higher in hot environments than in more moderate environmental conditions. One reason is that working in a hot environment lowers the mental alertness and physical performance of an individual. Increased body temperature and physical discomfort promote irritability, anger, and other emotional states which sometimes cause workers to overlook safety procedures or to divert attention from hazardous tasks.

In 2008 Washington State adopted a heat stress standard defining the minimum protection for outdoor workers. Only California has a similar requirement in the USA. The regulation requires employers with employees who work outdoors to train workers and supervisors to recognize heat-related illness and what to do if someone has symptoms. On days when temperatures require preventive measures, employers must increase the volume of water available to workers and have the ability to appropriately respond to any worker with symptoms of illness.

How Not To Do Safety Training (1944)

While the operation of dangerous equipment may seem not so dangerous anymore to a seasoned operator, new employees may be overwhelmed and unprepared. (Don’t) take a tip from this early training film.

Special thanks to markdcatlin at YouTube for the useful information below.

From the description at YouTube:

The approach to safety training in this 1943 clip is still common in workplaces today. However, we know how to create more effective training programs. Workplace health and safety training is for instructing workers in recognizing known hazards and using available methods for protection. Worker education, in contrast, prepares one to deal with potential hazards or unforeseen problems; guidance is given in ways to become better informed and to seek actions aimed at eliminating the hazard. Workplace health and safety training and education programs are often placed into one of these four approaches: fundamental, recognition, problem-solving, and empowerment programs.

Fundamentals Programs: These programs involve instruction in prevention of work-related injury and illness through proper use and maintenance of tools, equipment, materials; knowledge of emergency procedures; personal hygiene measures; needs for medical monitoring; and use of personal protective equipment for non-routine operations or as an interim safeguard until engineering controls can be implemented.

Recognition Programs: These programs include instruction emphasizing awareness of workplace hazards; knowledge of methods of hazard elimination or control; understanding right-to-know laws and ways for collecting information on workplace hazards; recognizing symptoms of toxic exposures; and observing and reporting hazards or potential hazards to appropriate bodies. Training activities of this type were spurred largely by the OSHA Hazard Communication Standard (OSHA, 1983). The standard required employers to inform workers of chemical hazards found in their work areas and of ways to reduce apparent risk. Use of Material Safety Data Sheets and labels along with training are the three means prescribed for communicating the essential information.

Problem-Solving Programs: Instruction is aimed at giving workers the information and skills enabling them to participate in hazard recognition and control activities; to help identify/solve problems through teamwork, to use union and management means, and to exercise rights to have outside agencies investigate workplace hazards when warranted. Inviting worker input in company planning or in design of new operations or processes is recognized as a viable means for improving productivity, quality of products, and worker motivation. Extending this approach to hazard control seems reasonable especially since workers, owing to their everyday job work experience, possess an intimate knowledge of the hazards connected with their jobs and could be a rich source for corrective ideas. Empowerment Programs: These programs provide instruction to build and broaden worker skills in hazard recognition and problem-solving skills much like that noted above. Emphasis, however, is on worker activism with the goal of ensuring their rights to an illness-and injury-free workplace. Hence, the program aims at enabling workers to effect necessary control measures through educating co-workers and supervisors, and through use of committee processes or in health/safety contract negotiations. The above types of training suggest a progression from a workforce learning basic forms of protection to known hazards, through instruction aimed at enhancing their awareness of potential problems and problem-solving skills, and then learning how to make it all happen in their workplaces. Although treated separately, any given training program may contain elements of these approaches in varying degrees.

For more information, read the report from the 1999 NIOSH National Conference on Workplace Safety and Health Training at http://www.cdc.gov/niosh/docs/2004-132/ . This clip is from the 1944 U.S. Office of Education film, Problems in Supervision: Instructing Workers on the Job. The entire film is available at the Internet Archives.

We’ve come a long way in both safety and equal opportunity. But there are still safety tips that can be gleaned from that by-gone era.

From the description at YouTube:

From a safety training film for women entering the industrial workforce during World War II. This mentions proper dress, proper posture, avoiding fatigue, cutting oils and skin disease and reporting even minor injuries. The film shows the employer focus on the individual worker’s responsibility to avoid injury and illness. Many employers still maintain this attitude about workplace safety ad health. However, a modern approach is to focus on making the workplace as safe and healthy as possible first. This was clipped from the film Danger Women At Work, available at the Internet Archives.

Jackson Safety discusses 23CFR 634-Worker Visibility and the recent changes

While discussing crazy roads around the world with our friend Thomas over at Jackson Safety we got to discussing the changes in worker visibility regulations in the new interim final rule for 23CFR 634 . Well you know how crazy those regulations get, so he sent over a simplified interpretation for the rest of us.

Effective November 24, 2008, a new federal mandate, 23 CFR 634 , goes into effect that states “All workers within the right-of-way of a Federal-aid highway who are exposed either to traffic (vehicles using the highway for purposes of travel) or construction equipment within the work area shall wear safety hi-visibility safety apparel.” By the effective date, States and other agencies shall be required to comply with the provisions of this ruling and ensure that workers are wearing compliant clothing.

SO WHAT DOES IT ALL MEAN??
It’s really pretty simple!

When does it take effect?

November 24, 2008

Who does it effect?

Per the FHWA, “Workers on foot whose duties place them within the right-of-way of a federal-aid highway, such as highway construction and maintenance forces, survey crews, responders to incidents within the highway right-of-way, and law enforcement personnel when directing traffic, investigating crashes, and handling closures, obstructed roadways, and disasters within the right-of-way of a federal-aid highway.”

How does the FHWA define Hi-Visibility Safety Apparel?

Safety clothing that is intended to provide conspicuity during both daytime and nighttime usage, and that meets the requirements of ANSI/ISEA 107-2004 Performance CL2 or 3 requirements. ANSI 107 requires that CL2 garments have at least 775 square inches of hi-viz, fluorescent background material and at least 201 square inches of reflective material.

What do you mean by ‘Responders to Incidents’?

The FHWA defines this term very broadly and can be considered tow truck drivers or other roadside vehicle service responders, media representatives when covering news events or similar actions within highway rights-of-way, military personnel when on foot, and commercial drivers on foot within the right-of-way who are with disabled trucks or motor coaches.

What is a ‘Federal-Aid Highway’?

U.S. Federal-Aid highways comprise 975,000 miles of roads and their associated rights-of-way – almost one of every 4 miles of all American roads combined. Since determining what roadway is or is not ‘Federal-Aid’ can be difficult, many companies are planning to assume that all roads are covered under the mandate in order to avoid inadvertent noncompliance.

Are any workers exempt?

Virtually the only category of workers specifically exempted from 23 CFR 634 compliance would be law enforcement officers that are engaged in law enforcement activities, such as traffic stops and pursuit and apprehension of suspects. However, they are required to wear hi-visibility clothing during other times such as directing traffic, investigating crashes and handling lane closures, obstructed roadways, and disasters within the right-of-way of a Federal-aid highway.

What about Public Safety Vests (PSV)?

After 23 CFR 634 was finalized, a new standard for PSVs was published as ANSI/ISEA 207-2006 AND since ANSI 207 was not published until after 23 CFR 634 was finalized, the federal mandate could only reference ANSI 107. ANSI 207 vests requires 201 square inches of reflective material and only 450 square inches of background material. Therefore, ANSI 207 vests do not meet the requirements of ANSI 107 and do not currently meet the requirements of 23 CFR 634. These complications are expected to be addressed by the anticipated 2009 MUTCD changes (unlikely to go into effect until the 2nd or 3rd qtr of 09).

Jackson Safety offers numerous safety vests that are compliant with the 23 CFR 634 ruling. The entire Jackson Safety apparel line that has been labeled as ANSI/ISEA 107-2004 CL2 or CL3 are considered compliant. . Customers that do not adhere to the mandate will face costly repercussions from OSHA!

Still looking for more info on the nitty-gritty details?

23CFR 634: Federal Register 73-226 Interim Final Rule

Blowdryers and Wildcat googles

As crazy as this may sound, I have found another use for the Wildcat goggle. Some may laugh but this is a true story!! Last week in a rush to get out the door I had the blow dryer in my left hand and the round brush in my right. (I was trying to straighten out my curly hair at least in the front!!) Well it seems in my rush, my round brush (natural boar bristle) got way to close to my right eye and brushed my eye vs grabbing my bangs. I managed to brush about 1/3 of my cornea. Not something I would recommend!! After spending the last few days in the dark per the Dr’s orders and a few days on pain pills my new solution is from now on when I blow dry my hair, I will wear my goggles! They are vented so this should help with the heat and humidity!! Not a pretty picture, but it beats going through that again!! The Doctor told me this is a fairly common accident, I am not sure if he was just trying to make me feel better or if this is true. I would sure feel better if others would share there stories!!!

Custom Kitting for Industry Specific Items

Kitting has been used in many industries:

The military has used kitting as a form of protection. Foreign Object Damage (FOD) comes in many forms, and is a primary contributor to misplaced and unaccounted for tools. With FOD resulting in loss of life and millions of dollars of damage and downtime yearly, an effective Tool Control Program is a necessity for Military and Civilian Aerospace and flight line operations. Accounting for every tool is not a luxury, it is vital to running a safe and cost efficient flight line operation.

Medical companies have followed this trend of kitting. Companies like PHS (Professional Hospital Supplies) started kitting standard stock items into specific kits for medical procedures. This process allows you receive a custom designed delivery program which minimizes returns, streamlines product flow, reduces inventory and reduces nurse set-up time.

Airline industry uses kits in the manufactuing process. Workers report to the tool cribs to receive work orders and receive a kit that has all the tools needed to complete that given task. This process eliminates countless trips for tools, makes the workers more efficient with time and helps prevent tools loss as they can only check in complete kits.

There are many different types and kinds of kits: first aide, survival, earthquake kits…..

If you have any ideas for kits or kitting please let us know.
